approval, I recommend that the post of 2nd. Clerk in the

Harbour Office rendered vacant by Mr. Guterres' promotion be

filled by the transfer of Mr. Ch'an Pui, Translator in the

Interpretation Department of the Registrar-General's Office,

and that he be allowed to draw the first increment of his new

post ($1,800 per anmm) from the date of his transfer to it.

His present salary is $1,500 plus $180 allowance for instruc-

tion of Student Interpreters rising to $1,800 on the 18th. of

July next with the same allowance. He would therefore lose by

the transfer. This is, however, justified by the fact that his

knowledge of the Chinese language is insufficient to make him

a really efficient Translator. He is an excellent clerk, has

over 16 years' service, and would he willing to accept the

transfer under the conditions stated.

The initial additional expenditure involved

by the foregoing recommendations is $1,200 per annum. The

increase in subsequent years would be greater if the clerks

remain in the Department, but the advantage of getting men

to so remain is well worth the additional expenditure,

If the new grading scheme is adopted for

the clerks in the Harbour and Mercantile Marine Offices it is

desirable that the Chinese writers in the Harbour Office, and

the clerks to the Marine Surveyor and to the Superintendent

of Imports and Exports should also be brought into the scheme.

This involes an immediate increase of $60 as shewn in the

attached statement and some comparatively small increases in

future years.
